		<description>There is a reason why people repeat actions.  They don&#039;t have any indication that they have achieved success unless you tell them.  
Just as you told them they reaped their actions, you could have saved them time by telling them Thanks, after the first form was filled.</description>

They have begun sending email also, just not putting the info in the email but instead putting it into an online (web) system and alerting you via email that they did so you can log in and get it.

In our federal (IHS) clinic, we were not supposed to email information when we referred to another doctor
Emails are not private enough, and can be opened/diverted etc.
